General synthesis report: Beyond Primary Education: Challenges and Approaches to Expanding Learning Opportunities in Africa
The paper consists of four parts. The first one provides a tentative conceptual framework for reflecting and debating current realities of post-primary education on the ground, and a range of reference points that may assist in looking towards the future. The second reviews a wide variety of issues as regards the key themes of the Biennale that are being faced by policy-makers. These are reviewed in the context of diverse conditions in different parts of Africa. In the third part a preliminary overview is provided of the general overarching conclusions that seem to emerge from the thematic reviews. Finally, the last part raises sets of questions for policy-makers regarding lessons that should be learned, options that may be available and directions for the future that maybe recommended.
